During his election campaign, the president promised a wide-range of groups things he would do in a future administration. Appealing to liberals, conservatives, nationalists, populists, militarists, anti-imperialists, and pro-reconciliationists, Custer would be flexible and non-partisan in his policies in order to fulfil such promises. Custer would first appeal to the anti-imperialist wing of his support by renegotiating to United States' promised port in the Congo during the Berlin Conference, crafted by Secretary Francis Cockrell, the United States would sell their land claims to the French on August 1889 for $1,250,000. The move would receive praise from anti-imperialists like Senators George Boutwell (F-MA) and Grover Cleveland (C-NY), and Representatives Edward Atkinson (C-MA) and John Wanamaker (P-PA), although opposition was brought in by some Commons and the old Barnumites like Representative William McKinley (F-OH).

Appealing to the pro-reconciliationists would be a harder feat than any of this. Ever since the end of the Civil War, stigmatism between the black and white communities in the south grew, it was further boosted by the barring policy of the Davis and Hamlin administrations which divided communities between whites and blacks to prevent violence. Forced integration was implemented by Custer with the Integration and Co-operation Act of 1889 which merged local segregated communities and forced some citizens living in those communities to live within the other group's area. The case made it all the way to the Supreme Court of the United States in the case Jennings v. Gibbs, in which Florida county lawyer William Sherman Jennings sued Representative Thomas Van Renssalaer Gibbs (F-FL) for 'infringing on and decrying civil liberties' by his support of the act. Gibbs' lawyers sighted the act was to end possible future violence between the two groups and claimed it was for the overall wellbeing of the country and to the citizen as their move was paid for by the government itself and that it was within the government's authority to enforce such acts, while Jennings sighted the First Amendment, claiming to this act violated the right of petition the government as the citizens were more or less forced into integrating without a say. The court decided on June 10th, 1890, and sided 5-4 in favor of Gibbs, claiming that it was within the government's right to enforce such an act. Although the court did also sort of sided with Jennings, pushing that the citizens moved out of their communities must give their consent and approval of moving out. Justice Robert Roosevelt wrote the majority opinion: "It is within Congress' right to enforce such laws that they apply, although it is also important to receive the consent and approval of those being affect by the laws they apply, as without it is simple tyranny.". The Supreme Court just marked pro-reconciliation acts as constitutional.

With Custer getting the greenlight on reconciliation, he began to deal with those dissenting on his new laws. Some violence and unrest arose from anti-reconciliation protestors causing riots and clashes with the police, in one incident, an anti-reconciliation mob beat one police officer to death and threw in body in the streets. The incident shocked the nation and many demanded justice, this gave Custer the backing to enact another plan he had. In the span of June-August, thousands of anti-reconciliationist rioters were arrested and sent to 're-education facilities' to be 're-educated' about their beliefs, those re-educated would be release after a month and if they caused more dissent they would be thrown back into the facilities to be 're-educated' once again. No one exactly knows what happens in the facilities but rumors going from torture to brainwashing are common, but those released from the facilities never talk about their experience there. Although, anti-reconciliation violence has been significantly reduced ever since the program was created.

The Presidential Cabinet has always been more or less been aligned with the president's beliefs, although in this case, with the president's beliefs all over the place, the cabinet would be quiet diverse. Some would have quite populistic beliefs like Treasury Secretary Stevenson and Sustenance Secretary Pennoyer, some would be traditionally conservative like Navy Secretary Sewall, War Secretary Stockton, and Secretary of Public Safety Tyler, and some would be considered more liberal like Secretaries Cockrell and Jones, and Attorney General Grant. This caused some division in the cabinet, with many members having different opinions on issues, like the admission of more states in the plain, with the more populistic members being for it and the conservative ones being against it. Vice President Alfred A. Taylor, who was often the most moderate within the cabinet, often had headaches due to the amount of bickering in the cabinet, privately saying, "I would rather have been the presidential cook than a member of this cabinet.". Taylor was known for serving delicious Tennessee Cornbread during cabinet meetings and public events, which were from his own recipe.
On the Congressional front, politics there too was starkly changing. The Radical People's and Christian Salvation Parties had faced a significant decline over the last election and were facing even complete dissolution. The bells did toll for the Salvationists, as on June 1, 1889, waiting for a train going from his hometown of Freeport, Illinois to Chicago, Senator Charles J. Guiteau was shot by an assailant who was connected to the Salvationists. The bullet did not puncture his heart though and he was immediately treated by doctors. The doctors, however, operated on him with unsterilized fingers and tools trying to find the bullet, and Guiteau contracted an infection which slowly weakened his health. Guiteau would pass away on June 30th, which ended a major figurehead for the Salvationists. With their main leader gone, the Salvationists and their party were now certainly going to fall, so once again they turned to the Populists to help, they proposed a merge of their parties, unlike the Visionary Alliance back in 1884, this move would be permanent. A joint Radical People's-Christian Salvation convention was called in D.C., in which they decided to form the Reformed People's Party which would incorporate both Populist and Salvationist agendas. All Salvationists and Populists would run on this party's banner starting on the 1890 midterms, causing a wave of new support of their joint movements to grow. Representatives like Jerry Simpson (RP-KA), Charles Tupper (CS-NS), and Marion Butler (RP-NC), and Senator John P. St. John (CS-KA), although notably the party leader Senator James B. Weaver (RP-IA) did not outright support the merger.

Troubles also arose within the ruling party itself. With Custer's moves in office being controversial not only nation-wide but also within his own party. Many Commons were repulsed by Custer's appeal to nationalists and populists, like his push for isolationism, labor reform, free trade, and anti-gold standard policies, which saw as the reason why the current economy was entering a small recession. The Custer administration was also known as notoriously corrupt, though Custer himself was more blind to the issue than actually involved in it, it was well-known that politicians like Secretary Tyler were making backdoor deals with businessmen like J.P. Morgan and Andrew Carnegie, even personally aiding in putting down worker strikes. Representative William Kissam Vanderbilt (P-NY) even once said, "The difference between a crafty serpent and a pro-big business politician? They have heels, I suppose.". These anti-reform and anti-Custerite politicians within the Commonwealth Party were called 'Reactionaries'. The reactionaries would included members like Senators Arthur Pue Gorman and John M. Palmer (C-IL) and Representatives like John Carlisle (C-KY). The reactionaries would form a major bloc within the party, often favoring militarism and traditional values in Congress, as seen from there opposition of the pro-reconciliation bills and their support for things like the gold standard and imperialism. But also from the other side of the spectrum are the people who see Custer as not reforming enough. Although they weren't as loud as the reactionaries and still mainly accept the situation, many still want more reform coming from the high office. The groups members included the likes of Representatives Samuel M. Jones (F-OH) and Charles N. Felton (C-CA), advocating mostly for internationalism, taxes, anti-corruption measures, and tariff reduction. Though more extreme politicians like Jones would call for monopoly busting, strong regulation, and direct elections.

The Freedom Party had faced its largest split since the Federalist-Freedomite split during Henry Clay’s term. After the elections of 1888, the former Anti-Barnumites had taken control of most major positions in the main Freedom Party after the Conservative Freedom Party remerged with them. Staunch Anti-Barnumites like the pragmatic Representative Thomas Brackett Reed and stanch conservative Senator William Pierce Frye (F-MA) would all head their party in Congress. The remaining former Barnumites such as Representative William McKinley sought to amend the wounds between their counterparts and began the works to begin reconciling between the factions. Though many Freedomites were unsure about reconciling with the other faction, members like McKinley, Reed, and Representative Henry Clay Evans (F-TN) were influential in eventually mending their relations by the 1890 midterms, showing a mostly fully united party. This also was partly helped by the fact that former President Phineas Taylor Barnum would call for his old party’s unification, which had some mixed reactions in the party.

The Military's Resolve
The government would once again refused the military extremists' demands of increased power. As such, the 700 or so extremists would attempt to storm the White House, with others were sent to seize government buildings and offices against the capitol. The D.C. police was immediately called to hold back the group and a shootout immediately ensued outside the White House. 2 hours passed as the shootout continued and both rebels and police were shot dead, the White House received significant damage due to artillery brought by the rebels, with some rebels even entering the now evacuated building. As the 3rd hour mark hit, military loyalist finally arrived at the scene, led by Harrison Gray Otis and Arthur MacArthur, the 3,000 loyalists sent engaged the rebels who were now resorting to guerilla warfare. 3 more hours would pass as the loyalists would trek to find the rebels scattered around Capitol Hill, it finally cease as the loyalists would find and capture both Jacob H. Smith and J. Franklin Bell hiding in an abandoned building, the remaining rebels would surrender in the 7th hour. Over 500 people would die in the so-called "Battle of Capitol Hill".

The affair caused a uproar across the nation, with some siding the government claiming the military was being spoiled, while some supported the rebel's calls claiming the remaining restrictions were still ruining their careers. It also divided the military more, with some siding with the loyalists and some adhering to the rebel's calls. Fears began to rise of a second Civil War due to such divisions, as some Reactionary politicians began to support the militarist cause. Immediate calls within the government were pushing for appeasement to the militarists to avoid another rebellion. Thus negotiators began to work on something to ease the stress of the military resulting in quite the controversial move.
The 16th Amendment to the United States Constitution would add 9 seats to the House of Representatives that would be designated for the military. Called the 'Military Representatives', 9 servicemen would be chosen from either branch of the military to serve as Representatives for the military's interests. The Representatives would be appointed by the president and approved by the Senate and members could be removed by the president during House elections. The amendment was ratified with astonishing speed, being ratified only two months after it was proposed on February 23, 1891 right before the 52nd Congress met on March 4th. Custer also personally backed the amendment, with others like Representative Thomas B. Reed and William Kissam Vanderbilt supporting it. The 9 Military Representatives were sworn in along with the other 349 normally elected Representatives. Despite the amendment being quickly ratified, it still faced major opposition from anti-militarists and especially the remaining Populists and Salvationists. Representative Henry Clay Evans about the amendment, "If this amendment were to pass, we would be nothing but lapdogs to the armed forces, always in fear of a military rebellion.". Senator Daniel W. Voorhees (P-IN) stated, "Giving any more powers to the military would strip our fairly elected government of independence and reason, as fear would now dominate our politics.". Speaker Alexander S. Clay (C-GA) would be ousted as Speaker by John Wanamaker after the midterms in an anti-Commonwealth vote, Clay would later state, "Was supporting the amendment to the Constitution the right action? I do not know that answer. Yet I know one thing. It was the only action there was."

After the meltdowns of the past two years, Custer would focus in his domestic and foreign policy. Custer would continue his pro-reconciliation policies, achieving slow success across the south, with some forcefully integrated communities prospering and with some having being burnt to the ground. Both pro-labor and pro-business policies would be implemented, such as an 8-hour work day and a shorter work week, other than this, businesses would be usually deregulated and were given reigns in handling any of their practices, with businessmen such as J.P. Morgan, Andrew Carnegie, and John D. Rockefeller emerging as powerful figures nationally, with their monopolies being wide reaching.

Custer's more reformist policies would deter some of his allies against him, as the likes of Public Safety Secretary Lyon G. Tyler, who disliked Custer's rowdiness in politics in general. Tyler basically had enough went Custer vetoed many legislations that were drafted by the Commons themselves. Tyler resigned as Secretary on May 1891, being replaced by the more moderate John R. McLean. Despite being bashed for his reforms, Custer would also be criticized for his more conservative policies too. A believer in laissez-faire economics and free trade, Custer would refuse to intervene in the economy even when it entered a recession during 1890-91. Custer would often get criticized for allowing big business to skyrocket out of control with their monopolies and trusts, though he would claim his concern was only of the workers' well being. Governor Nathan Goff Jr. (P-VA) would criticize Custer's domestic policies by stating, "Protectionism, direct elections, and internationalism are core things we need in this day and age, not only in Virginia but nationally, yet the president has rejected all of them.". Custer's domestic policies would see opposition from the new reformed populists, which called the Commonwealth Party the party of 'Business, Booze, and Boors'.
Custer, despite being a self-proclaimed 'isolationist', often had interest in foreign affairs yet couldn't act on them as fearing it would deter his supporters. When war broke out in South America in December 31, 1891, when Argentina, who is run by the dictator Nicholas Levalle who recently staged a coup against the government, and Bolivia invaded Chile and Paraguay (more on in the foreign events section), Custer privately sought intervention in favor of Chile and Paraguay to preserve their democracies. Yet Congress and the general public were staunchly against any intervention in South America as they saw as another foreign war. Anti-intervention sentiment grew even further when the Empire of Brazil intervened in favor of Chile and Paraguay on April 1, 1892, their force now being called the 'Continental Alliance', causing the scale of the war to increase and the death toll to grow. Though the public opinion was firmly sympathetic to the Continental Alliance, some in government sought to aid the 'Golden Alliance' of Argentina and Bolivia, as they saw helping them as a way to control their economy and politics, though yet again the majority rejected intervention. Custer did consult his cabinet on what to do on the matter, which Secretaries Sewall and Jones were in favor of intervention, though other like Secretary Cockrell and Attorney General Grant were against it which ultimately led Custer to not intervene for the time being. The US did sell highly demanded imports to both sides of the conflict, which yielded major profit.

High inflation, corruption, and bad worker rights in Argentina caused major unrest against the government. The Revolution of Park broke out against the government then run by the conservative National Autonomist Party on July 26, 1890. The rebels captured an arms and ammunition facility in the city and began to arm themselves as government began to apprehend them. The government forces were caught off guard by the now armed rebels and were forced to retreat, the rebels then turned to the Casa Rosada and the president, the revolutionaries successfully broke through the guards and stormed the building, forcing President Manuel Celman to resign. A revolutionary junta was put in place of the government as a new larger government loyalist force was organized to recapture the capitol, which led was by General Nicholas Levalle. The loyalist force successfully defeated revolutionary resistance in the capitol and entered the Casa Rosada, the revolutionary junta was defeat although President Celman had been executed and Vice President Pellegrini had fled the city. Levalle, seeing an opportunity, declared himself emergency president, even rejecting Pellegrini when he returned to the city. Over the past months, Lavalle would style himself with dictatorial powers over the Argentine government, which only fueled his ego.

Lavalle was a man who opposed the resolve of the border dispute between Chile in Patagonia which restricted Argentina outside the Pacific Ocean. In tandem, Bolivia's Gregorio Pacheco, who succeeded his very pro-Chile predecessor, had designs on Chile after Bolivia had lost the War of the Pacific, as well as Paraguay. Lavalle had secret meetings with Pacheco regarding their plan on Chile, later including Paraguay to the discussion, many meetings later and they decided on a plan to demand land from both nations. Their militaries were built up in the coming months to prepare for the incoming conflict. On December 26, 1891, Bolivia sent an ultimatum to Chile demanding their coastal provinces lost in the War of the Pacific to be returned, Argentina would back them the next day. On the 27th, Bolivia demanded full recognition of the control of the Chaco region from Paraguay, which Argentina backed the same day. Given until the 31st to respond, the Chilean and Paraguayan governments refused to respond to the ultimatums, so on the 31st, Bolivia declared war on Chile and Bolivia, Argentina would declare war on January 2nd.
The campaigns at first favored the 'Golden Alliance' of Argentina and Bolivia, which saw advanced in the north of Chile and southern Paraguay. By February, the Golden Alliance would be nearing the Paraguayan capital of Asuncion, which worried their neighbor to the east, the Empire of Brazil. Empress Isabel I was facing a waning popularity, especially after her father abolished slavery, and the public were firmly against the Golden Alliance. Fearing Argentina's and Bolivia's victory would shatter trust in her even more, she decided to intervene. An ultimatum was sent to Argentina, dictating to end the war or face a blockade, the Argentinians ignored the order. Brazilian ships would begin a naval blockade against Argentina, but oddly some ships were ordered to go dangerously close to the Argentina coast on February 25th. As the ships grew near, the Argentine coast guard were unable to recognize the vessels and assumed they were Chilean and open fired. Despite Argentina apologizing for the incident, the affair caused enough outrage in Brazil to secure that a war was a certain. Brazil declared war on both Argentina and Bolivia on April 1st, forming the 'Continental Alliance' with Chile and Paraguay. The war would rage on from April-August as many foreign nations watched, with both sides gaining the upper hand many times and thousands dead or wounded. By August, both sides would be exhausted by war and bloodshed and needed something to tip the scales.

The United Nations said there have been more civilians killed in Haiti than in Ukraine in the first four months of 2023.

Part of the reason for that is because gangs have cut off access to Haiti's locally grown food.

Introduction:

With all the hype around AI and NVDA, this could be a strong catalyst for launching GOOG into its intrinsic value. Most of the climb had already taken place over the weeks. But, given that currently AI is the flavor of the month I'd be a little worried about adding more positions into GOOG. As a disclaimer, I have positions on GOOG since last year that I've been closing out and cashing in on my gains. I've linked my DCF, Revenue model and Cost model all at the bottom.

REVENUE:

Cloud
%Rev, Cloud is an area gaining massive traction due to how much convenience it adds, And the switching cost of cloud is massive, having to port over the entire database into competitors and retraining employees, so the loyalty of Cloud customers are strong.
So, I’d argue that Cloud starts becoming a big part of GOOG’s identity.
Y/Y, Cloud grows at CAGR of 19% according to (SOURCE). I believe GOOG to be capable of capturing most of that 19%. But, 19% may be overly optimistic as it requires for the next 8 years about 40+% Y/Y which seems unrealistic to me, given how cloud is already such a large part of GOOG. So I used a Y/Y CAGR of 13.32%
Advertising
%Rev, Advertising is still going to be a big part of GOOG’s identity, however with cloud gaining traction Advertising's role may be diminished.
Y/Y, Advertising will see its Y/Y tapering off rather than taking off. I’d argue that the growth of AI related technology like ChatGPT may render GOOG’s search less effective given how ChatGPT seems to be an enhanced Google Search. Luckily, GOOG's has its own contender of ChatGPT, Bard. Bard is trained on Audio data whereas ChatGPT is trained on text data, so the effectiveness of these AI is dependent on how the user inputs data for the AI to process. Ultimately, which AI will take off is dependent on which modal of communication consumers prefer.
Recently, GOOG has announced its plans to launch Duet AI, AI to help augment the experience on both cloud and Search. It’s definitely a step forward in the right direction, Duet AI could be complementary to Google’s already dominant search as not every search will likely be using AI due to how long that would take.

Given the competitiveness of Competing technology against GOOG’s main Traffic generator, I’d argue that it could be significantly costlier to acquire traffic overtime. Recently I've been reading Homo Deus which made a fair point about Dataism. As our data interpreter (AI) gets more and more accurate, you'd be at a disadvantage to not use AI in your day to day life. So if we have this paradigm shift of trusting and relying on AI, TAC has a huge potential of decreasing. But, given how little regulation and promising technology on AI there has been so far this may be either too far out into the future or just impossible entirely.
COST OF REVENUES
GOOG has lumped Content Review, Content Acquisition and Data Centre together in COST OF REVENUES.
  1. Content Review: Needing Employees to manually sieve through content for compliance. As the service gets more popular, more content means needing more employees. (Variable Cost) BUT I'd argue that it could be a negligible one overtime as AI gains dominance and can track content in place of humans. (Fixed Cost)
  2. Content Acquisition: GOOG has stated it uses a cost price model for determining the amount of content acquired. (Variable Cost)
  3. Data Centre: Fixed infrastructure in place, but more of Data center used means GOOG needs higher bandwidth which means higher cost (Variable Cost)
Since these are variable costs, I’d argue the extent that GOOG can reduce these costs to improve margins are limited.
R&D
R&D the cornerstone of GOOG’s business philosophy will always retain a fixed % of revenue. As evident from historic data where the spread of R&D with respect to Revenue was rather small.
So, R&D maintains a fixed % with respect to revenue. But eventually when GOOG matures, I’d argue that R&D tends downwards.
Sales & Marketing + G&A
Sales & Marketing + G&A also followed the same historic patterns of R&D where they always occupied the same % with respect to revenue with a small spread.
So, Sales & Marketing + G&A occupies a fixed % with respect to revenue. But eventually when GOOG matures and develops a strong branding relies less on marketing so it tends downwards a little.
COST OF CAPITAL:

CONCLUSION:

GOOG is priced at $146.02, GOOG’s recent innovations have been made only in response to competitors. It’s more reactive rather than proactive which may be a bad thing given how strongly ChatGPT has since established its dominance over GOOG. For GOOG to improve its valuation it needs to peer deeper into the AI realm and look towards augmenting AI to compliment its advertising segment e.g. Using AI to help advertisers or to manage Ad Inventory.

Context: This post claiming Elizabeth Warren’s political ideas would not be considered far-left in Europe and Destiny's response to it.
TL;DR: Elizabeth Warren's healthcare plan does not differ much from what is reality in Germany, France and Sweden. In Germany, proposing a Single-Payer-System would not be considered far-left. France and Sweden already have Single-Payer-Systems, albeit with copayments and deductibles.

Elizabeth Warren's Plan

Elizabeth Warren proposed a range of measures aimed at reforming the health system. These include anti-corruption reforms, government-funded medical research, and initiatives to lower medication prices. Warren also advocates for the implementation of a new form of Medicare for All based on the concept of Bernie Sanders. Since the comparison with Europe focuses on Medicare, I will also focus on the aspect of public insurance.
Warren's plan outlines a two-step approach to introducing a new Medicare system:
Firstly, every individual will have the option to enroll in Medicare. Warren emphasises that it will be “cheap” (whatever that means), with no costs for children under 18 and families earning less than 200% of the federal poverty level. There will be no deductibles, premiums will not be dependent on an individual's health condition, and prescription drug expenses will be capped at $200 annually. Medicare would be partially funded by the government.
Secondly, in the second stage, after approximately three years, Medicare would become mandatory for everyone. While private insurance would still be available, it would only offer supplemental coverage and cannot duplicate the services provided by Medicare. Eventually (she gives no timeframe here), Medicare coverage should be free, paid for by the government.

Public Insurance in Germany, France and Sweden

In the table below I compared the public healthcare options of Germany, France and Sweden with respect to the aspects Warren emphasised. I live in Germany and have very little knowledge about the healthcare systems in France and Sweden. The info on those is just taken from the Internet. If I missed something or there is an error in the table, please tell me.

Concrete Claims

Now to regard three of the claims Destiny makes in the clip linked at the top of the post:
  1. "No country in Europe has state-owned hospitals and insurance providers": This is not true. While private hospitals exist, the majority of hospitals in all three countries are state-owned. While private hospitals make up a fair share of all hospitals, most of them are very small and specialised and it is not the norm (at least in Germany) to visit a private hospital. In France and Sweden the state is the healthcare provider, while in Germany the healthcare providers are private institutions. However, these private institutions are “KdöRs”, which is a form of institution much more alike to a state institution than to a private company.
  2. "Dental / Vision is not covered in Europe": Destiny is right that public insurance in Germany, France and Sweden only offers limited coverage of Dental and Vision expenses.
  3. "Private insurance exists in most European countries and Warren wants to abolish all private insurance": This is not really true. The role of private insurance in Sweden and France is pretty similar to the role envisioned in Warrens plan, as the public healthcare plan is mandatory and private insurance only covers supplemental services. According to her own website, Elizabeth Warren did not want to abolish private insurance, contrary to what Destiny said. Quote: “Per the terms of the Medicare for All Act, supplemental private insurance that doesn’t duplicate the benefits of Medicare for All would still be available.” Destiny refers to a politico.com article to state the opposite. When characterising Warren's position however, I would tend to give more credence to the positions on her official Website, than to a 300 word article about her raising her hand after an ambitiously asked question during a primary debate.

Conclusion

As you can see, most of the things Warren proposes are already a reality in Germany, France and Sweden.
The main difference to Germany is the proposition of a Single-Payer-System in the second stage. However, such a proposition would not be seen as far-left in Germany: In 2017, 62% of Germans said they would be for a true Single-Payer-System vs. 24% against. In 2021 69% were in favour of a SPS. The idea is spread in both the progressive Green party and the centre-left Social-democrat party (and obviously the Left party as well).
The main difference to France and Sweden is the proposed elimination of all deductibles and copayments. I’m not sure if it would be considered far-left in those countries to want to reduce or eliminate those.

Quad-ASEAN Defence Exchanges On The Rise
The Malabar Quad exercise will take place in September of this year. For the second consecutive year all four Quad countries will participate.
An Indian task force of 4 ships from the Eastern Naval Fleet are already on a two-month voyage through the South China Sea (SCS) and Western Pacific where the Malabar will take place. The group comprises guided-missile destroyer Ranvijay, guided-missile frigate Shivalik, anti-submarine corvette Kadmatt and guided-missile corvette Korea.
Besides Malabar, they will carry out bilateral exercises with the navies of Vietnam, the Philippines, Singapore (SIMBEX), Indonesia (Samudra Shakti) and Australia (AUS-INDEX). They visited Brunei before proceeding to Guam for the Malabar21.
All the Quad countries have recently (2-6 August) participated in the EAS, ASEAN+1 Ministerial meetings as well as the meeting of the ASEAN Regional Forum (ARF), the main forum for regional security architecture.
The Quad recognise that in the Indo-Pacific, particularly in the SCS, it cannot afford to be facing a hostile China and neutral ASEAN member states. Their buffer has to be more responsive than hitherto. The revitalization of US policy towards the ASEAN could be seen in this context.
The SCS and the Indo-Pacific is seeing an increasing level of activity from the Quad. They are engaging the ASEAN member states more. This has to take into account that China is certain of its control over the SCS and is focusing on Taiwan. China regularly breaches Taiwan’s ADIZ and has deployed both its aircraft carriers with full battle groups around Taiwan. The Chinese are using their occupied island territories in SCS with increased capacity of missiles and now aircrafts. At present, China has the capacity to deploy as many aircrafts as on an aircraft carrier on these Island bases at one time.
Therefore, the US and its partners realise that a single carrier battle group (CBG) would be inadequate to deal with the Chinese strength based off these Islands. At least two CBGs would be required in the Indo-Pacific. The USS Reagan led CBG, from Yokosuka, was deployed to help in the evacuation from Afghanistan and could return soon. It supported the 5th Fleet’s USS Dwight D Eisenhower and its CBG , which have been in the area since April 2021. The CBG led by USS Theodore Roosevelt has also returned to the SCS. If the Indo-Pacific Command is to be more effective it needs to constantly deploy 2 CBGs. The visit of the UK CBG may be partly seen in this context.
Another notable point is that the US scrambled out of Afghanistan and may reduce its involvement in West Asia. The exit from Afghanistan could allow more leeway for releasing periodic CBG deployment under CENTCOM to the SCS and Indo-Pacific.
The US is aware that ASEAN as a whole has been slow in re-engaging them for a joint exercise. The first ASEAN-US maritime exercise was held at the Sattahip naval base in Thailand in September 2019. It passed through Singapore and concluded in Brunei. About 1000 people representing all 10 ASEAN member states and the US promoted a shared commitment to maritime security and stability in Southeast Asia. This included all ASEAN countries including Chinese allies like Cambodia and Laos. Though this was the result of a proposal at the ADMM-US meeting in 2017 and 2018, it has not recurred because of sensitivities towards China and lack of unanimity among ASEAN members. A China-ASEAN exercise of 2018 has also not recurred.
The three ASEAN countries which US Defense Secretary Austin visited recently, undoubtedly have strategic importance. Singapore, for example, is a key port for the US 7th Fleet, playing a significant role in providing logistic support for military aircraft and ships. Vietnam and the Philippines directly confront China over their respective territorial issues in the South China Sea.
Through such efforts, the US has enhanced its engagement with individual ASEAN countries. In April 2021, the Philippines and the US conducted the 36th Balikatan exercise held since 1991. It now has an Indo-Pacific dimension. It was held despite the pandemic with reduced participation, tabletop exchanges, training, real time security training, and similar activities.
A significant result of Secretary Austin’s visit to Philippines was the decision to hold off on the abrogation of the Visiting Forces Agreement, the basis of the US Philippines arrangement for military bases
The US-Indonesia Garuda Shield exercise is another annual exercise for more than a decade. Held in August, it covered the large outlying islands of Indonesia, including Kalimantan, Sulawesi and Sumatra. Over a fortnight it involved amphibious, special forces and airborne units. In June 2021, Indonesian and US Marines conducted joint exercises focusing on conflicts in urban locations and are scheduled to do another exercise in the US later this year. US and Indonesia are constructing a joint maritime Training Centre in Batam, a small city on an island near the Malacca straits and close to Singapore. The US tries to solidify the US-Indonesia Major Défense Partnership and cooperation in support of a free and open Indo-Pacific (FOIP) region.
Thailand manifests the American dilemma in dealing with ASEAN. For several decades, Thailand and the US had a mutuality of interests as Thailand saw the US as a support against Chinese and Vietnamese influence in the region. Thailand, now having abandoned its democratic credentials, its military regime is more inclined towards engaging China and sees it as an uncritical partner. Due to their domestic issues and accommodation with China, Thailand does not have a strategic interest with the US; its main challenge is democracy, not China. The US has reduced financing for Thailand’s arms purchases following the coup in 2014.
This dilemma over democratic rights, economic assistance and proximity makes the US rethink its ASEAN engagement. Thus, traditional allies like Thailand and Philippines become ambivalent whereas old enemy Vietnam is a strategic partner.
During July 2021, Australia and Japan with eight other countries held joint exercises around Australia. This was preceded by the Australia-US, Talisman Sabre exercise. It was later joined by Japan, UK, Canada, South Korea and New Zealand. India, Indonesia, Germany and France sent observers. This combined exercise would further strengthen the FOIP.
The traditional ASEAN policy of outsourcing its security requirements mainly to the US was challenged when China became more aggressive and the US pivot to Asia did not happen under the Obama administration. During the Trump period, ASEAN was not a priority for the US. Under the Biden administration, the Indo Pacific and the Quad have a much higher priority.
Thus, the three-pronged policy recognises that China is the main factor and ASEAN has accommodated it, particularly in the economic sphere. The US wants to reengage with ASEAN and select member states. For this it prefers the regional architecture, to provide space, and a buffer between China and its rivals.
Increasingly the ASEAN buffer was inclining towards China. Now, efforts are made to restore the balance within that space particularly on the security and functional side. Undoubtedly for this to happen ASEAN member states also have to play a role.
ASEAN unanimity is now passe. When Cambodia takes over the chair for 2022 it is likely to play its pro-China role that it did in 2012. Hence, engaging ASEAN, praising its centrality and not giving up on it, is part of the policy.
A third prong of the policy of the US and other Quad members is clearly to engage with willing ASEAN member states who have greater strategic value. In this, Singapore, Indonesia, Vietnam, and Philippines are the main partners. Thailand, Malaysia, as well as Myanmar, due to their internal situations are not forthcoming. Such ‘ASEAN Plus’ policies from individual member states are small steps.
In my view this effort to deal with specific member states have increased their security and functional support for instance in fighting the pandemic. This could be viewed more vigorously by the US and its Quad partners. With this objective in mind, the significance of defence engagement of the US, the EU countries and the UK, with ASEAN countries certainly have greater significance as well.

Like if a cruise liner saved you from the water, like carpathia after the titanic sunk, surely it would be a huge cost to the ship to feed and house the influx of new passengers, so would they make the survivors pay for being a passenger after they reach a port? Or would they be like, fair enough, you’ve been through a lot, we will front the cost of it?
This may be a stupid question, but the carpathia carried 700 passengers, and 705 passengers were rescued from the icy waters after the titanic sunk, so that’s like feeding an entire boatload of people, so surely someone deals with the cost of that?

Par où commencer la pose du parquet ?
Salut salut ! J'aurais besoin de conseils sur la pose du parquet (stratifié) dans cette pièce. La pièce est un rectangle avec une porte dans l'angle et une fenêtre dans un léger renfoncement. J'ai scié le bas de l'encadrement de porte pour glisser facilement les lames de parquet et éviter une découpe complexe, les plaintes sont d'origines mais j'ai prévu des contre-plaintes blanche.
Mon problème ici c'est que les murs ne sont pas tout à fait droit donc je ne sait pas vraiment où débuter. Dans un angle éloigné de la porte ? Gauche droite pour finir par la porte ? L'inverse ? Où encore débuter quelques rangés de lame au centre pour finir par la porte et ajuster les découpes ?
C'est ma première pose de parquet excusez moi si la question vous paraît bête !

I apologise to those who I have let down by not answering these questions. I have been rather busy, as some may have figured by my resignation as First Minister of Wales. I am now able to answer, and will do my best below.
Would the minister address whether this Government has plans for supporting the transition to greener shipping?
While I do not currently have plans to do this, I can of course work with the member to do so. Shipping as of now relies on fossil fuels, but i’m sure that scotland can work on this with the other members of the government
Would the minister support the introduction of licensing for carriers transporting fuels within Scottish ports?
I would support this and would be happy to work with the honourable member in doing so
Would the Government work to adopt similar global emission caps on vessels registered and partaking in activities in Scotland?
I am sure that we will be able to achieve this, as reducing emissions is always at the forefront of my policies
Does the government have plans to improve the regulatory framework surrounding the operations of ports in Scotland?
At this moment in time, I do not have such plans. Should this matter need a response, I will provide one
Could the Minister confirm whether this Government would support increased high speed rail connections between Scotland and the rest of the UK?
Personally, I would support this project, however this would come at a great cost to the taxpayer. I of course reside over Transport issues in Westminster also, and so have had a look at this before
As the Cabinet Secretary will no doubt be aware, the entirety of Scotland's trunk road system is the responsibility of the Scottish Government. The M8 through Glasgow is due to have a temporary 40mph speed reductions brought in between junction 25 & 25a and given that the M8 at this point is going through a built up area, would the Secretary consider making this speed restriction permanent, in the interest of promoting better urban air quality?
A review will be made into the feasibility of keeping these restrictions, however they will remain temporary for the time being
I asked the First Minister what he is doing about arranging a temporary provision for the currently out-of-action Corran Ferry which is essential to keeping local businesses running. Lacking an answer from them, I will direct the same question to the Transport Secretary. What are they doing to resolve this problem, and have they considered approaching the MoD for military assistance?
Military assistance will not be needed in this case. A replacement for the ferry would be far more suitable, and I can provide this in due course
Will the infrastructure strategy proposed in the PfG be completed this term?
It is likely that not all parts of the expected progress in my department will be made this term. Time constraints and other issues have led to this. They will of course be completed as soon as I am able
Does the Cabinet Secretary support the expansion of the Railways (Electrification) Act to Scotland?
Yes, I do. Electrification is our best way forward
How will the government improve transport access for rural and island communities?
As I have done in Wales, I will be encouraging the expansion of local transport networks, such as buses and small rail lines
Does the government have any prevailing plans in relation to the extension of high speed rail to Scotland?
Please see my answer above. This would be a great cost as of now, but I will continue to assess the feasibility
I would like to raise a crucial issue in Scotland to the Cabinet Secretary. In Scotland, on the A93, landslides can occur and block crucial access to roads and transport links. How will the government resolve to reach a solution to this evident ecological and isolationary issue?
This is not an ideal situation to face, however a more permanent solution must be found. I will be assessing the possibility of creating a new route for vehicles to use in the event of such incidents on the A93
Would the transport secretary agree with me that there is a case for a car ferry service between Helensburgh and Greenock, avoiding a 50 minute, 33 mile car journey?
I would agree with the member. Cutting journey lengths also cuts emissions, and so I would be happy to work with the member on rectifying this
What new projects are being developed to support commuter towns like Bathgate, in particular young professionals who commute into Edinburgh or Glasgow?
The expansion of scottish bus networks is something I would like to see, and so an increased investment into public transport will be my solution for this
The new government has continued to make promises regarding introducing cheaper fares for public transport across the country. In the Programme for Government, a general term of 'reform' is used, alongside discussions of free travel for under 18s and smartcard access. To ask the Secretary what those reform plans mean in detail?
These plans have since been released, and so the member can refer to the new legislation put forward by the First Minister
I would like to draw members attention to the dire state of road quality and safety in Scotland. In Edinburgh as an example, roads have deteriorated to such a state that not even pedestrian areas remain stable. It is imperative that the issue of potholes and other hazards are properly handled. So I therefore ask, how will this government ensure local governments properly manage this?
I will be increasing funding for the repaving and fixing of roads that are deemed to be unsafe for either road users or pedestrians. Local governments will receive a chunk of money to use specifically for fixing their lowest quality roads.
How much is the Government’s plans for lower fares and price caps costing the Scottish Treasury please, do they believe that money is being spent well?
I would like to remind the member that I am not the finance minister and so do not have the specific costings. This money is of course being spent well, as with all of this government’s projects
Has the Government recently assessed the suitability of the bus network across Scotland, and if so what are they doing about it? Have they been working with local authorities, and if so which ones?
I have assessed this issue. Bus networks need expanding and at a rapid rate, both to reduce emissions and to take more cars off of the road. I can update the member on the full details on a later date
What steps has the Transport Minister taken this term to increase the speed of our transition to a wholly green transport network?
As i have in Wales, I will be ensuring the full transition to electric buses and vehicles in the next 20 years. I hope this answer satisfies the member
Has the Transport Minister undertaken any work on coast paths and cycle routes this term, to support our move to a low carbon nation? If so, what exactly has been done?
I have not currently done so, however I can promise the member that work will be made on this
A major factor in accessibility to rail services especially in rural areas is the ability to access a bus link to the rail station, with a timetable that meets the train services. For many of my constituents, and of course many across Scotland, whether there is a suitable bus link to their nearest station can make the difference between using the train or driving their car and contributing to congestion and pollution. To ask the Secretary what steps they are taking to ensure as many residents as possible are linked with appropriate bus connections to their nearest train service? Most people in Scotland already have this connection available. If the member would like to inform me of the places where this is not possible, please reach out to me and I will find a solution with the local authority
Would Transport Scotland/Còmhdhail Alba consider a trial of new transport technologies such as responsive transport in rural and island communities like mine?
I would be happy to trail such technologies, as they will eventually be the future of rural transport
To ask the Secretary what they see the future of the port at Cairnryan and how it fits in with the rest of Scotland's transport network?
As of now, I have no plans for adapting or changing this port
Does the Cabinet Secretary agree that the Edinburgh Suburban Line should be reopened, potentially as a tram-train, to serve the good people of Gorgie, Craiglockhart, Morningside, Blackford, Newington, Duddingston, Craigmillar, Brunstane, Portobello, Piershill, and Abbeyhill, and to allow them to avoid the traffic of central Edinburgh?
I can certainly see why the member wishes to reopen the Edinburgh Suburban Line. I will support this while in office
Does the Cabinet Secretary agree that we should explore turning Scotland's urban motorways into boulevards, or perhaps even axe them?
No. This would make traffic far worse and would benefit almost nobody
What has this government done, and what will it do, for active travel?

As mentioned by other members the motorways through the heart of the Glasgow city centre have had extreme speed restrictions placed on them. Walking through Glasgow around Charing Cross, you can see traffic backed up for as far as you can see. Obviously this is not how a motorway should function. To ask the Secretary if they consider the extension of motorways through Glasgow centre decades ago, in hindsight, a failure and mis-step in planning?
Perhaps it was. Traffic congestion is a severe issue in Scotland, and this government will work to fix this
To ask the Secretary how they believe links to the Islands, including via ferries, can be improved?
The islands are a unique situation, where not much else other than more ferries can fix transport links. The only thing I would be able to do is increase the frequency in ferry services through subsidies
The West Highland Line is at risk of disruption from rock fall due to its position in the terrain. Furthermore, indication of such an event is only provided by a decades old wiring system that is maintained by bodges upon bodges. To ask the Secretary if they will commit to improving safety on the line by looking into new technologies in this area?
New technologies will not fix this issue. Scotland has a rugged terrain, and there is little this government can do about it.

2023.06.02 15:28 LimeStaticWater Failing GPU or User Error? Build failing after 3 months and no idea what I did wrong.

Troubleshooting Help:

At the beginning of the year, I finally pulled the trigger and bought all the components I needed to build my very first real gaming PC. My parts list was as follows:
CPU: AMD Ryzen™ 5 7600X 6-Core, 12-Thread Unlocked Desktop Processor
GPU: XFX Speedster MERC319 AMD Radeon RX 6800 XT CORE Gaming Graphics Card with 16GB GDDR6
RAM: CORSAIR Vengeance DDR5 32GB (2x16GB) DDR5 4800
MOBO: GIGABYTE B650 AORUS Elite AX
Case: be quiet! Dark Base 700
CPU Cooler: be quiet! Dark Rock Pro 4
SSD: Intel 660p Series M.2 2280 1TB PCIe NVMe 3.0 x4 3D2 PSU: EVGA 750 N1, 750W
Monitors (x2): HP New M24f Monitor - 2D9K0AA#ABA - 23.8" FHD 1080p IPS LED Anti-Glare Monitor, Silver and Black - AMD FreeSync, 70Hz, 300 nits, HDMI & VGA Ports, Tilt + HDMI Cable
Build was complete on or around the beginning of March of this year. I was very happy with the build at first, having very little issues during the assembly and initial set up of my new PC. The problems began around mid-May when I started to notice random pixels of green appearing on my desktop. Certain videos playing would cause a green screen or even a whole visual reset to occur. Then I began to have degraded performance during gaming, playing titles such as Fallout 4, Skyrim SSE, The Outer Worlds, Star Wars Fallen Order, and finally World of Warcraft. WoW really showed how bad my situation was as the game would tear, freeze, and crash repeatedly.
I started to do diagnostic tests on my system using utilities such as the built in AMD Adrenalin stress test, CPU and GPU monitoring tools, etc. Everything pointed to my GPU being the issue. Even the sound of the GPU fans began to sounds “sickly” as they would begin to spin up and then die out. I updated, tested, then downgraded Drivers for my GPU but the problem continued to get worse and worse. Now I am unable to play any games at all due them immediately crashing out and even web browsing and working in desktop applications like Microsoft Word cause graphical glitches and occasional crashes to occur.
I am currently working with XFX to do an RMA of my GPU but I am curious as to how else those of you with more experience would diagnose this issue. I wonder if it is a power problem that maybe I got too weak a PSU? Or some incompatibility between my MOBO and components?
Any help would be greatly appreciated, especially if there was something I could do as an end user to fix these problems.

Sur le port Munchkin de Bast, le ponton d’honneur a été habillé exclusivement pour l’arrivé du prince. Des chevaux décorés de soie l’attendent ou alors un large palanquin en cèdre sculpté et dont dix personnes pourraient s’y tenir sans soucis. Un tapis bleu a été posé sur le sol humide du ponton parsemé de fleur rouge. Bel accueil de la part du nomarque même si ce dernier sait très bien que cela est vain. A bord de sa barque l’humeur du prince change, il remarque nombre de petit détail gênant et notamment un l’exaspérant au plus haut point. Le nomarque Miysis est présent au centre du tapis, à sa droite un scribe et derrière lui deux Sittiu l’éventent avec de longues et large feuilles de bananier. L’homme d’État est grand bien habillé et maquillé. Réputé pour soigner son apparence autant qu’un membre de la famille royale cette fois il en fit peu. Son regard sévère cache en réalité une grande exaspération quand au motif de cette visite. Hor se lève de son petit trône et regarde avec attention les lèvres de Miysis.
— Shani répète moi ce qu’il dit. La servante se place à ses côtés puis observe à son tour les lèvres du nomarque discutant avec le scribe:
— Il dit « j’espère qu’il ne restera pas longtemps… son humeur changeante me gâche ma journée et ma soirée ». Oh, il vient de réaliser que je lisais sur ses lèvres. Pied à terre, Hor s’avance vers son palanquin sans même attendre le nomarque.
— Messire je…
— Ferme-là Miysis, inutile de te montrer poli je sais très bien que tu es aussi ennuyé par cette visite que moi je le suis à respirer cet air insalubre. J’attends tes explications. — Une cargaison est tombée d’un bateau hier, la poussière qui s’en est dégagé a crée cette odeur. Demain elle sera remplacé par l’habituelle parfum des fleurs sois en sans crainte. — Il y a aussi moult détails que j’ai relevés mais sachant que je viens de poser le pied ici je sens que je ne serai pas au bout de mes surprises. Allez amène-moi au carnage, je veux savoir lequel de mes frères ou soeur en est à l’origine. Le nomarque fait signe à tous sauf au scribe de partir reprendre leurs occupations, malgré la présence du fils de Ramsès, le fonctionnaire se dispense de tout acte protocolaire. A bord d’un palanquin flottant au-dessus du sol le prince est en place, il ne souhaite pas s’épuiser inutilement. Shani le suit à pied abritée du soleil par l’ombre du transport. Le nomarque ouvre l’escorte avec huit gardes à la posture tanguante sûrement après sa soirée alcoolisé à Boubastis. Miysis se frotte les mains non par stress simplement pour les enduire d’huile parfumée, son attitude est calme car il sait pertinemment que la vue du chantier va faire flancher le coeur du prince quelles que soit ses explications. — Attendez! le convoi se stoppe immédiatement. Miysis où est le protecteur? — Le protecteur a été pulvérisé sous plusieurs blocs mais n’ait crainte son coeur est en ma possession. Une armure a été commandé hier je crois. Pour ce qui est des autres protecteurs ils sont postés au chantier à surveiller les ouvriers. — Tu aurais pu en faire venir un autre du chantier Nord. J’espère que tu n’as pas appelé de l’aide extérieur? Cela me porterait fort préjudice aux yeux de Pharaon. — Ne t’en fais pas je gère la situation. — Connaissant ta nature avare je pressens un grand danger. L’escorte rejoint le chantier de la grande porte par la route de l’épervier à Boubastis. Une large allée de sphinx à tête du dieu Râ bordée de pavé en or s’arrêtant au pied de la pyramide. Des palmiers et des lotus flottants sur les nombreux petits bassins entre ces sphinx égayent les lieux. Le temple de Bastet se situe au départ de l’allée mais aucune raison n’oblige le prince à le rejoindre. — Arrêtez le convoi! crie soudainement le prince. — Quel problème te dérange encore? demande Miysis en se retournant. — Surveille tes paroles nomarque. Durant un instant j’ai cru que la route n’était pas alignée face à la pyramide, dit-il en mesurant avec ses pouces et index en formant un demi rectangle. Shani estce droit? Je n’ai pas l’impression que c’est droit par rapport à la futur grande porte. Peut-être que je devrais orienter l’allée vers le Sud-Ouest? — Mon prince cette partie de la ville avait déjà été reconstruite trois fois selon des mesures très précises, nous n’avons plus l’argent pour des modifications. Sois sans crainte tout est parfait. Il ordonne, encore inquiet, l’avancé du palanquin pendant que Shani le rejoint dans l’embarcation. Un rituel qu’elle doit accomplir lorsque son prince est anxieux, elle lui tient la main droite tout en le rafraichissant avec un petit éventail fait de plume de faucon blanc. Cette proximité entre eux est toujours aussi forte pourtant cela n’a rien charnel, dans le Cartouche et dans son nome. de folles rumeurs circulent à leurs sujets. Le nomarque est toujours autant dérangé par cette complicité, il détourne le regard et semble prier à la déesse Bastet que cette visite inutile s’achève. Arrivé au chantier Est de la grande porte, les Sittiu se tuent littéralement à la tâche pour nettoyer les derniers décombres, des disputes se déclenchent avant de s’éteindre par l’arrivé du prince. Les quinze gardes deviennent aussitôt plus professionnel et se rapprochent de leur souverain. Lors du passage de Hor les ouvriers s’arrêtent dans leur besogne afin de le saluer d’un faux sourire. — Revoilà la girouette, chuchote un ouvrier agenouillé. — Pourquoi ce surnom? demande un adolescent derrière eux. — Parce la girouette change de sens au gré du vent et lui il change d’avis selon son humeur… Le palanquin passe devant eux avec une odeur de fleur anesthésiant le nez des ouvriers. Hor se sent digne d’un grand Pharaon, ce qu’il ne manque pas de dire à Miysis: — Tu vois nomarque c’est un signe des dieux, je suis fait pour le trône pas comme cet incapable de Amonherkhépeshef. Tout le monde me respecte ici. — Qui serait assez fou pour s’attaquer à un prince aussi royal, marmonne Miysis. — Plait-il? — Le lieu de l’accident est un peu plus loin messire, ajoute le fonctionnaire très agacé. Près de la grande porte un attroupement de Sittiu interpelle le prince, ses ouvriers n’ont pas entendu l’arrivé du fils de Ramsès tant le spectacle les amuse. Leurs outils sont délaissés sur les blocs brisés ou même le sol et de vive voix ils scandent un décompte avec l’entrain d’une fête privée. — Dix! Neuf! Huit… Hor se lève d’un bond dans son palanquin manquant de faire tomber la pauvre Shani. Cette dernière, en voyant le spectacle se déroulant sous yeux, se prépare à calmer son prince. Pour le fils du pharaon la colère lui monte au nez si bien qu’il demande à faire siffler la corne du convoi. La scène est banale dans le monde des Sittiu, tous regroupés en arc de cercle, Geburah est au centre à fouetter Shedet pour insubordination. Le déchu est attaché à un poteau, un rescapé de son sabotage. Il supporte l’affreuse douleur lui déchirant la chair du dos et se donne un point d’honneur de ne pas crier dans le but de garder son honneur. Lui aussi n’a pu entendre l’arrivé du prince. Geburah quand à lui s’arrête à cinq coups de fouet du décompte final, son sourire s’estompe lorsqu’il voit Hor s’immiscer encore une fois au chantier. — Pourquoi ne travaillez-vous pas? dit Hor au sommet de la pente. La pyramide de mon père souffre d’un grand retard ce n’est pas à ce train que je deviendrai Pharaon! Toi le Sittiu viens ici! Cet ordre désignait le contremaître Geburah, il jette le fouet en cuir couvert de sang puis grimpe la pente le séparant du prince. Agenouillé Geburah grogne tel un chien enragé. Hor lui assène un violent coup de pied en plein visage le faisant dégringoler jusqu’à la base de la rampe. Le déchu, maintenant détaché sur ordre du nomarque, sourit et glousse en voyant son bourreau désormais martyrisé. — Remonte déchet! Geburah se relève puis exécute l’ordre non sans vouloir aplatir la tête de la girouette, les ouvriers restent sans voix. L’écho des autres chantiers retentit tandis que les esprits s’échauffent, les pires punitions peuvent leurs être infligées. — Que faisais-tu? reprend le prince une fois son serviteur de nouveau à genou. — Je… Le Sittiu se prend une violente gifle de la part du prince en lui ordonnant de s’adresser de manière plus formel. — Votre majesté, insiste Geburah la joue toute rouge, je punissais ce déchu pour avoir tenté de saboter le chantier. Hor observe de loin le pauvre Shedet complètement effondré par la douleur, ventre à l’air mais le regard orienté vers la scène, il tourne ses yeux vers Geburah et répond: — Cet Égyptien frêle comme un roseau aurait à lui seul ralentit ce chantier pharaonique? — Déchu mon prince, informe Shani, il arbore la marque d’Amenta sur le torse. — Ferme-là, rétorque Hor, du sang Égyptien coule dans ses veines jamais ô grand jamais il ne voudrait empêcher la construction d’un si beau monument pour le grand Pharaon. — Tout peux arriver messire, s’incruste le nomarque, saches que les grues sont désormais rétablis depuis plusieurs heures, le chantier est bientôt opérationnel. J’ai commandé un autre éléphant et plusieurs tonnes de granit pour compenser les pertes. Des ouvriers iront aussi travailler dans d’autres nomes pour renflouer les caisses. Tu vois, inutile de te tracasser. Hor n’est pas satisfait, il observe Geburah serrant fortement ses dents puis il prend une décision. — Miysis, pend ce misérable bien en évidence sur le chantier et laisse son cadavre pourrir plusieurs jours. Il fera un bon repas pour les vautours et un bon exemple pour son remplaçant. Les gardes procèdent à l’arrestation de Geburah, les Sittiu, complètement abasourdis, font du bruit pour affirmer leurs mécontentement sans que cela ne fasse réagir le prince. Shedet applaudit frénétiquement son prince dont l’estime remonte depuis les abysses, ce fils de Ramsès ne lui était pas si formidable jusqu’à quelques instants. — Attendez ne l’emmenez pas! ordonne Shani aux gardes. — Je peux savoir ce qui te prends? demande Hor agacé alors qu’il remontait dans son palanquin. La demoiselle le prend à part et chuchote: — Mon prince ton ordre n’est pas approprié, tu dois changer d’avis. — Tu es folle! Si je fais cela je passerai pour un faible… — Je viens de le calculer, le moral des ouvriers baissera et si tu tues cet homme l’espérance de vie des Sittiu à Bast diminuera… — Pourtant il y a de cela deux mois j’en ai tué une vingtaine projetant de m’assassiner. — Tu te méprends mon prince, Ammout les a tué par pur légitime défense, en revanche ce Geburah comptera dans la moyenne si la pendaison l’attend. Tu ne veux pas que la donnée d’espérance de vie soit plus faible que celle du nome Pi-Ramsès de ton frère? — Jamais! le prince se tourne vers Geburah et déclare, tu es viré je ne veux plus jamais te croiser sur mon chantier. La nouvelle semble similaire à une exécution aux oreilles de Geburah. Ce dernier allait se relever et protester en hurlant mais la lance des gardes près de sa gorge l’en empêcha. Hor fait face aux ouvriers désormais calmés et toujours agenouillés. — Vous tous bande de rats! crie le prince, que celui qui a saboté le chantier se dénonce. Je double, non triple, sa récompense. Personne n’est assez fou dans l’assemblée pour se dénoncer, pourtant Hor est persuadé que le sabotage est dû à l’un de ses frères ou soeur comme il en a l’habitude. — Miysis, appelle le prince Hor, tu m’as bien fait savoir que le feu est à l’origine de ce chaos, ne serait-ce pas l’oeuvre de ce piètre Méryrê? — Impossible prince Hor sinon sa mère serait venue le récupérer parmi les ouvriers. — Misère, rétorque le prince. — Aucun de tes frères ou soeurs n’a tenté de te nuire mon prince, c’est une bonne chose n’estce pas? — Non car cela voudrait signifier que les dieux m’ont punis… Une lame pourfend un soldat dans le dos, le poignard ressort du ventre aspergeant Shani de sang. La demoiselle en reste sans voix, tétanisée par la rapidité du geste. Une vingtaine de Sittiu poignarde en un éclair les autres gardes puis encercle le prince et son entourage. Leurs visages sont crispés par la colère et leurs poings se serrent autour d’arme de fortune en cuivre aussi tranchante que des épées. Shani se place derrière Hor tandis que le nomarque hurle: — Retournez à vos place bande de dégénéré! Vous savez à quelle punition vous vous exposez? — Ta gueule Miysis on n’en a marre de toi et ce royaume. Vous nous avez dépossédé de nos terres pour construire une foutue pyramide qui ne sera jamais achevé. Et pas plus tard que le mois dernier vous avez massacré les nôtres sans raison. — A cause de toi foutu girouette, ajoute un jeune Sittiu, nous avons perdu beaucoup de nos frères que tu envoies sans raison aux mines Cobra. Prépare-toi à mourir! Le prince Hor écoute à demi-mot ces protestations puis rejoint son palanquin en trainant Shani. — Je n’ai pas le temps pour ces futilités, Miysis massacre tous ceux qui se rebelle… Une flèche enflammée artisanal embrase le palanquin, manquant de peu la tête de Shani toujours effrayée par l’altercation. Les gardes Égyptiens arrivés en renfort se font massacrer par d’autres rebelles cachés dans la foule agenouillée, le fonctionnaire et Hor sont seuls face aux dangers. — Shani je t’interdis de t’éloigner de moi! — Hor je ne sais pas me battre alors moi aussi tu dois me protéger, déclare Miysis. — Là tu exagères! Par ta faute et ta radinerie nous sommes sans protecteur, il me faut gagner du temps. Les ouvriers dociles ne bougent pas de leurs places, ils s’agenouillent tous les mains sur la tête afin de ne pas être accusé de complicité. Les agresseurs le savent ils ont très peu de temps pour effectuer cette besogne et cela reste la seule occasion de toute une vie. Hor dégaine son khépesh luisant au soleil et frappe le premier assaillant en faisant bien en sorte de ne pas dévoiler toute sa force à l’ennemi. Son arme s’illumine comme un brasier pourtant cela n’effraie guère les agresseurs. Un autre s’approche, esquive le coup en biais du prince et frappe le khépesh avec sa matraque en bois. L’arme du Sittiu s’embrase comme un fétu de paille avant que le khépesh ne lui transperce le coeur. Quatre autres Sittiu s’approchent puis assènent des coups avec leurs dagues en cuivre mais le prince les pare sans problème. Le cuivre chauffe facilement au contact de son arme. Chacun lâchent les couteaux de fortune, la paume marquée d’une brûlure au troisième degré, avant de se faire trucider chacun leur tour. Une autre flèche est tirée le manquant de peu. Néanmoins en se retournant il voit que Shani à subit l’attaque, la flèche l’a touchée à l’épaule gauche la faisant chuter à terre tant la douleur est accablante. — Vous allez me le payer, grogne-t-il. Hor se déchaine sur huit autres hommes tel une bête féroce du désert cependant il se fait submerger en perdant sa concentration. Cerné de toute part la fin semble proche. Tout à coup un grondement précédé du cri du dieu Horus dans le ciel annonce sa libération, Ammout surgit du sol puis dévore les assaillants. Cette bête est la dévoreuse des morts et protectrice des enfants de Pharaons. Affublée d’une tête de crocodile, d’une moitié de corps de lion en avant et d’hippopotame derrière, ce monstre de quatre mètres de haut et six de longs ne laisse aucune chance à ces ennemis. Les hurlements se succèdent dans une pluie de chair et de sang recouvrant par dépit Hor et surtout le nomarque protégeant Shani. — Mon prince tu vas bien? dit-elle en le rejoignant. — Oui mais toi, bon sang tu aurais pu l’esquiver cette flèche. Je dois te faire soigner, Miysis on retourne au palais et dit aux ouvriers de reprendre le chantier. Quand à toi Ammout je te remercie, surveille les travaux en attendant la garde royale je te prie. La bête répugnante ne répond pas, trop occupé à avaler les derniers cadavres dans sa grande gueule pleine de croc. Au palais éclairé de nuit par les nombreuses lampes solaire et brasiers, Shani se fait soigner par les prêtresses, la blessure n’a rien de mortel. Pendant ce temps le prince et le nomarque s’entretiennent dans le bureau du haut fonctionnaire avec une vue sur le port silencieux au Sud et sur la grande pyramide inachevée à l’Ouest. Les lampes du plafond sont aussi éblouissantes que le soleil. Dans la même pièce un large bassin fait face au port à l’opposé du mobilier où travail le fonctionnaire. Le bureau, posé en face d’un long sofa rouge, est fait d’un granit serti de pierre et d’or, avec en fond plusieurs étagères en cèdre brun contenant à la fois des papyrus holographiques et du vin dans des amphores en argent. Hor engloutit autant de nourriture que possible en utilisant le bureau comme table, depuis hier il n’a pas mangé à cause de ses obligations au tribunal. — Arrête de trembler Miysis, tu me fais pitié. — Le stress d’une attaque a toujours été difficile pour moi et tu le sais très bien, répond-il affalé sur le sofa avec une serviette humide sur le front. Ces heures d’entrainement au Kep restent de très mauvais souvenirs. Un verre de lait bien chaud me réconfortera, dit-il en se relevant. La boisson se réchauffe dans un récipient fonctionnant à l’énergie solaire, en dix secondes le verre est prêt. La bouche pleine de poulet cuit à point n’empêche pas le prince d’ajouter: — Inutile de ressasser ce contretemps, je suis venu pour voir le chantier mais surtout pour te parler de plusieurs choses. Apparemment il y a eu une tuerie à l’hôtel à Memphis je voulais savoir si des rumeurs se sont propagés en Basse-Égypte? — Rien du tout, en réalité c’est comme si cet évènement ne s’était jamais déroulé. Pourquoi, quelque chose ne va pas? — Non c’est un juste un mauvais pressentiment, bref il y aussi cette foutue Hathoriti qui me convoque en permanence chez elle mais je n’ai pas le temps pour batifoler. — Serait-ce plutôt à cause de Shani… — Retire ça immédiatement! Tu ne vas pas t’y mettre toi aussi. Par Horus, je suis un prince je fais ce que je veux. En tout cas Hathoriti insiste de plus en plus tout comme Baketmout et surtout ma mère. Cette dernière veut absolument une alliance avec d’autres familles. — Je pense plutôt qu’elle veut quelqu’un de confiance à tes côtés. Hathoriti est formidable même si elle à très bonne presse avec les Sittiu. Des rumeurs tournent à son sujet, des sordides allant jusqu’aux plus…dépravés. — Ah oui, j’en ai entendu parler mais tout est faux, c’est la fille de Ramsès la plus chaste qu’il possède. Mais bon j’ai des affaires plus importantes à régler, la pyramide et mon nome m’accapare tout mon temps. Je dois absolument devenir Pharaon. Le nomarque termine son verre de lait, son front émet des plis de colère en voyant le prince salir son bureau de ses doigts graisseux. Se sentant plus calme il déclare: — Mes informateurs félins m’ont aussi fait part de problèmes étranges dans la Basse-Égypte notamment au Sud du Nil, une activité très sanglante. — Sûrement un nomarque ou un de mes frères ou soeurs faisant du nettoyage, tant que cela n’intervient pas dans mon nome je m’en fiche. — Cela m’étonnerait aussi que ce soit cette secte, d’après mes renseignements ce serait l’oeuvre d’une bête. Mais si cela devient le cas? Si la secte des crocs d’Apep semble en être à l’origine que dois-je faire? — Si mon nome, dit le prince en se versant un verre de vin, subit les foudres de ce groupe tu as carte blanche pour y remédier. De toute manière cette secte est trop lâche pour sortir de Kush. Règle-moi d’abord ce problème de chantier en priorité, grogne-t-il en secouant sa main pleine sauce épicée, si la porte de la pyramide n’est pas installée d’ici trois mois je jure sur Horus que tu iras la poser toi même. Shani apparait au seuil de la porte bien portante au grand bonheur du prince cachant immédiatement son sourire lorsque Miysis le regarda. — Bon il est temps de nous séparer, dit le prince en s’étirant et se nettoyant les mains dans une vasque que Shani apporte. — Déjà! Reste pour une partie de mehen. — Ne me prends pas pour un imbécile je sais très bien que ma présence t’énerve, Shani va préparer la barque, je ne veux pas attendre surtout en pleine nuit. La servante sort immédiatement puis Hor s’exprime une dernière fois au nomarque: — Au fait j’allais oublier, Odion le medjay va sûrement passer te voir. Enfin normalement. — Quoi! crie le nomarque en sursautant, mais pourquoi? — Je n’en sais rien, apparemment tu n’es pas le premier nomarque à qui il rend visite. Si tu n’es pas au courant c’est qu’il a dû beaucoup effrayer tes collègues. Ne me dis pas que tu as fait quelque chose de mal! — Non je le jure sur Bastet, dit-il en tremblant de tout son corps. — Alors tu ne crains rien, le medjay est un homme juste sauf si tu as commis un crime. En tout cas je pense très certainement qu’il viendra mais je ne sais pas quand. Le vizir des armées est sur le qui-vive, sans doute lié à une affaire mais laquelle? Bon je te laisse Miysis, je t’enverrai des messages pour te donner d’autres ordres. La pièce est plongée dans le silence, le nomarque est tétanisé par la nouvelle, tremblant de tout son être il décide de reprendre du lait. Le prince Hor s’apprêtait à partir mais une servante Sittiu accourt soudainement dans le bureau. — Messire Miysis! Le nomarque fit tomber son verre éclatant dans un fracas assourdissant sur le sol propre. — Sale petit effrontée! J’espère que tu as une bonne raison de faire cela! — Sistre votre chat, elle s’est enfuie messire, halète-t-elle. A ces mots le nomarque tombe sur le sofa prêt à perdre connaissance. Hor rejoint enfin sa barque direction le Cartouche.
